Japanese Artist-in-Residence Network Forum


I would like, first of all, to express my gratitude to all of those who participated in the 7th J-AIR Network meeting and donated AIR-related materials.

The J-AIR Network executive meeting was established in 2003 for the purpose of sharing information. The six members of the Network’s executive office have through successive meetings and discussions while running our own busy AIR centers managed.

Although our meetings are too short and not enough, we appreciate that the J-AIR Network Forum has become a platform to share AIR information, bringing together a cross-section of artist-run and private initiatives, NPOs, Foundations, Art museums, institutions, schools and a wide variety of AIR centers.

Artists are mobile and look for AIR sites as their creative centers. We, who own mutual mission and social expectation for“the creative centers”, hope that we will get together at the meeting to share the information and that, in an increasingly international world, we will continue to reflect on the necessity of AIR centers in Japan.

I would like to thank the British Council for allowing us the use of their meeting rooms and spacious lobby for the long duration of the meetings. I would also like to give my heartfelt thanks to Ms. Manami Yuasa, Ms. Shihoko Gomyo and Ms. Chika Sudo for their consideration and cooperation.

J-AIRネットワーク会議実行委員会は、2003年、歴史が浅い日本のAIRを共に形成していく当事者同志が集まり、情報の共有化を目指し設立いたしました。現在6名の事務局スタッフが、それぞれ自らのAIRの現場を抱えながら、僅かな時間を見つけては、会の運営や会議の企画について議論を重ねております。 限られた時間のなか、その取り組みは十分とは言えませんが、次第にアーティスト・ラン、実行委員会、私立、NPO、財団、美術館、教育機関など、多様な運営母体のAIR担当のみなさまが横断的に集まれる国内唯一のネットワークの場となりつつあります。

この度はブリティッシュ・カウンシル様のご協力を賜り、担当者会議の会場とオープンフォーラム用の広い会場を長時間に渡りお借りすることができました。お陰さまで、両フォーラム共に予想を上回る大勢の方々にご参加いただくことが可能となりました。特に、湯浅様、五明様、須藤様のサポートをたまわり、長時間に渡るプログラムの進行も滞りなく無事に終了いたしました。 ここに、ブリティッシュ・カウンシル様、及び、そのスタッフの皆様に心より感謝申し上げます。

Artist Residencies(AIR) flourishing in the culture of old Japan

Tabisaki-zukuri. Since old times, the practice of artists creating new work during their travels has been common in Japanese culture. This practice was particularly prosperous after the mid-Edo period, 320 years ago, when awareness of the diversity of town and civic culture was also increasing. Artists such as Hokusai, Enku, Mokujiki, Kishoku, Basho Matuso , Musashi Miyamoto, and many other well-known names would pay visits to landlords where their presence as distinguished artists would be announced at tea ceremonies or haiku gatherings. These artists would then over a period of days make use of local materials and subject matter in the production of new works. Many of these were destined to become national treasures, but many also became important cultural assets of the area. I have learned that the Artist Residencies of today share the same spiritual roots as the practices of old Japan, that of hospitable landlords inviting guests to produce new work while enjoying local culture.

At present, Artist Residencies (AIR) are seeing a new period of growth in Japan. Many people may feel that this adopted foreign phrase represents a concept from an unfamiliar foreign culture, but I wish to convey to guests the same hospitality as an important part of Japanese culture; it is this practice from the mid-Edo period that gave a central form to patronage of regional culture. The Japanese Artist Residencies of today follow two trends: The first is the public model where buildings and human knowledge are provided by the government, and the second is the citizen-led or private model. In the development of new Artist residencies in Japan, the establishment of the first kind will require the fostering of patrons and supporters from the local area; examples of the past show that the reliance on public funding and support becomes the Achilles heel of publicly-run residencies. Despite the fact that very few examples exist in Japan,

it is the second residency model in which I would like to keep alive the character of mid-Edo period practices, and it is my hope that readers of this text, both Japanese and foreign, will give their patronage I welcome readers to give their comments about my proposal by contacting the J-AIR Network. and support to this endeavor.

Using the Japanese culture of the past we have the potential to create a new residency model. I can give many examples of world-renowned Japanese art created through the hospitality of local communities and goodwill between people, and even names of foreign artists who have created famous works through empathy and good character during their travels. I am certain that the development of artist residencies based on this Japanese model, like Tabisaki-zukuri, will also lead to the improvement of the human environment.

「旅先作り(たびさきづくり)」 日本には古来からこうした創作旅行が数多くありました。 特に江戸中期以降は盛んになり、町民文化、街屋(まちや)文化(今から320年前)と共に広く認知されています。 実例を上げてみます。葛飾北斎、円空、木喰、松尾芭蕉、宮本武蔵、等々、沢山の芸術創作家が上げられます。 これらの作家は旅先で招かれた主人の茶会や句会、またはお披露目の席で一流の芸術を披露しました。 また、その地の題材や素材を生かしての制作を何日もかけて作りました。こうした作品の数々は既に国宝級になり、地元の重要文化財になっているものが多いのです。 私にはここで上げた一例からも解って頂けたように、アーティスト・イン・レジデンスは日本古来の、主人が客人を招く持て成す心で創作を共に楽しんだ文化と同じ精神の根を元にしていると感じています。

今、アーティスト・イン・レジデンスは現代日本で新たな発展の時期を得ていると思います。 長いカタカナ言葉に見知らぬ外国文化を感じてしまう人々も多いのですが、私達は自信をもって客人を招くもてなしの心を、日本の大切な文化として広く伝えて行きたいのです。 この江戸中期からのレジデンス文化は、地方文化の中核を成した旦那衆であります。今日本のレジデンスの2つの潮流に、公立の人知と施設を使ってのレジデンスと、民意民間人の発意によって出発した形式の2つがあります。 現代日本のレジデンスの新しい発展には、前者の制度のレジデンスには、その地方に住む良き旦那衆、サポータの醸成が必要です。

この轍には歴史の証明があります。ここを外すことは、公的支援のアキレスになります。次に後者は未だ例は日本では極めて少ないのですが、巻頭の江戸中期に発達した“旅先作り”の日本古来の芸術家を育てる気風が更に生きると確信したいです。 願わくばこの一文を読まれた日本や外国の方々に良き旦那衆、サポータへの参画を希望してやみません。

日本文化土壌には、新しいアーティスト・イン・レジデンスの可能性がある。 世界に冠たる日本美術には良き村社会風土、人と人の情としての関わり方など、旅先での人情や風情に多くの名作を作った外国作家も沢山上げることができます。 日本型「旅先作り」のレジデンスの発展は地球の人的環境にも良き広がりとなることを確信します。読者の方々の声をJ-AIRに聞かせて頂ければ幸いです。

Presentation of British Council

The J-AIR Network Committee has benefited from the kind support of foreign embassies in Tokyo in being provided conference rooms for meetings where art information can be exchanged between the embassy’s culture officers and J-AIR Network members. Coinciding with the UK-Japan 2008 lead by the British Embassy and the British Council, the 7th J-AIR meeting was organized with the cooperation of the British Council, and focused on UK art and culture issues, with keynote presentation given by Ms. Manami Yuasa, Arts Manager, British Council.

About the British Council

The British Council is the United Kingdom’s international organization for educational opportunities and cultural relations. We connect people with learning opportunities and creative ideas from the UK to build lasting relationships around the world. We operate in over 100 countries and we have centers in Tokyo and Osaka in Japan.

UK-Japan 2008 will be a year-long season of exciting events, performances and exhibitions to showcase the UK’s contemporary creativity in the arts, in science and innovation, and in creative industries. Through UK-Japan 2008 we will encourage greater bilateral partnership and collaboration in these fields.

J-AIRネットワーク会議は、毎回、会場提供をして頂く大使館の文化担当官と、J-AIRネットワークメンバーとの情報交換や、相互の交流事業促進を図ってきました。 2008年はブリティッシュ・カウンシルと駐日英国大使館の主導により『UK-JAPAN2008』が展開され、今後、ますます日英の交流が期待されることから、今回は、ブリティッシュ・カウンシルの協力を得て、英国の文化芸術の現状にフォーカスし、ネットワーク会議を開催することになりました。 ブリティッシュ・カウンシルは、英国の公的な国際文化交流機関として、英語教育や英国のクリエイティビティの紹介など幅広い分野で活動しています。ブリティッシュ・カウンシル、アーツ・マネージャヤーの湯浅真奈美氏に、その活動の概要についてお話いただきました。

The Daiwa Anglo-Japanese Foundation

The Daiwa Anglo-Japanese Foundation has supported exchange programmes between the UK and Japan in culture, the arts and science over many years. The Foundation seeks to encourage closer relations between the two countries, and can provide support to AIR organizers and artists through its headquarters in London and its representative office in Tokyo. Ms. Junko Kono, Deputy Director of The Daiwa Anglo-Japanese Foundation in Japan, introduced her organisation’s mission and grants programmes.


The Daiwa Anglo-Japanese Foundation is a UK charity, established in 1988 with a generous benefaction from Daiwa Securities Co Ltd. The Foundation’s purpose is to support closer links between Britain and Japan.

Support programmes

  • making grants available to individuals, institutions and organizations to promote linkage between the UK and Japan in all fields of activity
  • enabling British and Japanese students and academics to further their education through exchanges and other bilateral initiatives
  • awarding Daiwa Scholarships for British graduates to study and undertake work placements in Japan
  • organising a year-round programme of events to increase understanding of Japan in the UK
  • Daiwa Foundation Japan House, the London-based headquarters, acts as a centre for UK-Japan relations in Britain by offering a wide programme of seminars, exhibitions and book launches as well as meeting rooms for Japan-related activities and facilities for visiting academics. The Foundation is represented in Japan by its Tokyo Office, which provides local assistance to Daiwa Scholars and administers grant applications from Japan. It also handles general enquiries, and forms part of the network of organisations supporting links between the UK and Japan.

日英二カ国間の文化・芸術・科学分野の人物交流支援に、長年、取り組んでいる英国の非営利団体(チャリティ)に、大和日英基金があります。今後も英国へのアーティストの派遣や英国からの受け入れ、また、AIR担当者間の交流事業が、ますます活発化されると予想されるなか期待は大きい。 また、企画の相談や助成申請窓口が両国にあり、相手国が定まっているだけに、計画のぶれも少なく、成果が的確に得られると期待されます。その日本での窓口を担当されている大和日英基金東京事務局副事務局長の河野順子氏に、その社会的なミッションについて話を伺いました。


The Daiwa Anglo-Japanese Foundation(大和日英基金)は、1988年、大和證券株式会社(当時)の寄付により、英国の非営利団体(チャリティ)として設立された。 英国と日本の相互理解の促進を目的としており、次の活動を柱にする。


  • 日英関係への貢献に意欲的な個人、様々な団体のプロジェクトに助成。
  • 日英両国の学生・学術研究者を対象に研究促進を支援。
  • 大和スコラーシップの授与。英国の学卒者に、日本語学習と職場研修の機会を与える。
  • 年間を通して、英国における日本理解を促進するイベントを開催。
  • 大和ジャパン・ハウス(ロンドンの基金本部)は、英国における日英交流の拠点として、セミナー、展覧会、出版記念会など様々なイベントを開催する。 また、ジャパン・ハウスには会議施設、短期滞在者向けデスク・スペースも備わっている。 東京事務局では、日本での活動業務を担当し、日本に滞在する大和スコラーのサポート、国内の助成申請の事務を担当している。 他の日英関係機関とも連携しており、一般的な問合せも受付ける。

Outline of the members meeting at the 7th J-AIR Network Forum

The 7th J-AIR Network Meeting held at the British Council in Tokyo exceeded our last meeting held at the Canadian Embassy, Tokyo in 2006 with the participation of 40 members. This meeting saw the continuing participation of about half the members from the last meeting while also welcoming newly assigned administrators, new members who have initiated new AIR programs, the officers for culture at Embassies or Organizations in Tokyo, and a number of guests conducting research on AIR programs. The holding of the meeting at the British Council gave us an opportunity to learn more about UK cultural policy and the current state of support for exchange between Japan and the UK. Furthermore, after being given a glimpse of the size of budgets and institutions, the difference in publicly-run and privately-run institutions, differences in methods of support, the extent of participation from domestic and foreign artists, and the actual conditions of various programs in the UK, I felt there is a need for greater diversity in future Japanese AIRs and the formation of a stronger network for AIR activities. I ardently hope that this meeting of members will prove beneficial to the respective activities of all participants. It is the hope of the J-AIR Network office that the materials donated by participants will become an exploitable resource in the future.

第7回となったJ-AIRネットワーク会議は、ブリティッシュ・カウンシル(BC、東京・神楽坂)にて開催され、前回第6回(2006年5月、カナダ大使館)を上回る、40名程の関係者の皆さんの参加を頂き開催されました。 前回から引き続きの参加の方が約半数で、新たに担当になった方、新たなAIRプログラムを始めた方、在京大使館文化担当官、そして、AIRの研究をされている方など多彩な顔触れの会合となりました。 また、ブリティッシュ・カウンシルでの開催は、英国の文化政策や日英交流の支援の現状などの現状を知る良い機会となりました。 また、AIRの施設や予算規模のこと、公設や民営などの運営ベースの違い、アーティスト受入れの国内外への広がりや、支援対象活動の拡大、支援の方法など、 様々なプログラムの現実が垣間見られ、多様性ある日本での今後のAIR活動とそのネットワーク形成の必要性が高まっていると感じました。 今回の担当者連絡の会合が、今後のそれぞれの活動に役立つ仕掛けとなればと切に思っています。 尚、今回持ち込まれた活動紹介の資料は、参加の皆さんにお持ち帰り頂いたともに、今後広く活用されるレファレンス資料となるよう、事務局にてセンター管理を試みています。
